Manitoba Provincial Nominee Program (MPNP)

Situated between Ontario and Saskatchewan, Manitoba is often considered the entry point to Western Canada.

Manitoba was the first province to introduce a Provincial Nominee Program (PNP) in 1998. As a smaller province that initially attracted relatively few immigrants, it created the program to position itself as an appealing destination for skilled newcomers. Since its launch, the Manitoba PNP has proven highly successful. Immigration has since become a key driver of the province’s population growth, labour market development, and overall economic progress.

Overview of the Manitoba Provincial Nominee Program (MPNP)

The Manitoba Provincial Nominee Program (MPNP) was the first Provincial Nominee Program established in Canada and became a permanent immigration pathway in 1998.

It was created to support the province’s economic development by addressing labour market demands and attracting skilled immigrants.

In its initial year, the program welcomed 418 newcomers. Today, Manitoba nominates more than 5,000 immigrants annually through the MPNP.

The program has contributed significantly to the province’s success. In fact, it is estimated that without immigration through the MPNP, Manitoba’s GDP could be up to 30% lower.

Manitoba is also a popular destination for immigrants. Having close family members or friends in the province can improve eligibility under certain streams. Additionally, over 90% of nominees secure employment within their first year, and nearly 90% choose to remain in the province long-term, reflecting strong retention rates.

Some immigration pathways under the MPNP are aligned with Express Entry, while others are not. These are known as enhanced and base streams.

Enhanced streams are connected to the federal Express Entry system, which manages applications for Canada’s main economic immigration programs. Candidates in this system are ranked using the Comprehensive Ranking System (CRS), and the highest-scoring individuals are invited to apply for permanent residence.

Applicants who receive a provincial nomination through an enhanced stream are awarded an additional 600 CRS points, greatly increasing their chances of receiving an Invitation to Apply (ITA). These nominations are processed through their Express Entry profile.

Base streams, on the other hand, are not linked to Express Entry. Successful candidates must apply directly to Immigration, Refugees and Citizenship Canada (IRCC) after receiving a provincial nomination.

Manitoba Immigration Options

Individuals who want to immigrate to Manitoba can choose from five main pathways:

  • Skilled Worker in Manitoba Stream

  • Skilled Worker Overseas Stream

  • Manitoba Business Investor Stream

  • International Education Stream

  • Morden Community Driven Initiative

The Skilled Worker in Manitoba Stream is intended for temporary foreign workers and international graduates who are currently employed in Manitoba and have secured a permanent, full-time job offer from a local employer.

The Skilled Worker Overseas Stream is designed for experienced skilled workers who may be living outside Canada but have a strong connection to Manitoba. In some cases, applicants already residing in Canada may also qualify under this stream.

The Manitoba Business Investor Stream is aimed at individuals who plan to start or invest in a business within the province.

The International Education Stream targets international students who have graduated from a post-secondary institution in Manitoba and wish to remain in the province permanently.

The Morden Community Driven Initiative is focused on specific skilled trades such as welders, carpenters, cooks, plumbers, and pipefitters who are interested in settling and working in the rural community of Morden.

Skilled Worker in Manitoba Stream

Manitoba Work Experience Pathway

This pathway is intended for individuals who are already employed in Manitoba under a temporary work permit. It includes both temporary foreign workers and international graduates from Canadian post-secondary institutions who are currently working in the province.

Employer Direct Recruitment Pathway

This pathway requires candidates to take part in interviews with both a representative of the MPNP and a Manitoba employer. These interviews are conducted outside Canada. Applicants must receive an official Invitation to Apply before they can submit an application under this stream.

Application Details

  • Application Fee: CAD $500
  • Estimated Processing Time: Around 6 months

Eligibility Requirements

Applicants must generally meet the following conditions:

  • Be a temporary foreign worker or an international graduate;
  • Hold a valid work permit or post-graduation work permit;
  • Have a permanent, full-time job offer from their current employer in Manitoba;
  • Have worked with the same employer for at least six consecutive months;
  • Possess the required qualifications for the position, including education, training, and any necessary licenses or certifications;
  • Demonstrate adequate English or French language ability to perform job duties;
  • Show stronger ties to Manitoba than to any other Canadian province, primarily through employment;
  • Demonstrate a genuine intention and ability to live, work, and settle permanently in Manitoba, supported by a Settlement Plan;
  • Have sufficient settlement funds (approximately CAD $10,000 for the principal applicant plus CAD $2,000 for each dependent);
  • The employer must operate a legitimate business in Manitoba for at least three years;
  • Employment conditions must be consistent with Canadian labour standards.

How the Process Works

Applicants must begin by submitting an Expression of Interest (EOI) through an online system. This involves answering a series of questions, after which a score is assigned based on the provided information.

Candidates with the highest scores may receive an invitation to apply for the MPNP.

If approved, applicants are granted a provincial nomination from Manitoba. This nomination can then be used to apply for permanent residence through the federal government for themselves and eligible family members.

For those applying through the Employer Direct Recruitment Pathway, interviews with both an MPNP representative and a Manitoba employer are conducted outside Canada before an invitation to apply is issued.

Entrepreneur Pathway

This pathway is designed for foreign business entrepreneurs who are selected and nominated by the province. Applicants must have the intention and capability to start a new business, buy an existing one, or become a co-owner of a business within the first two years after arriving in Manitoba on a temporary work permit.

Applicants are required to complete a Farm Research Visit to Manitoba, which must be done within one year before starting the application process.

After that, candidates must fill out and submit the Interest Guidelines (self-assessment form) and the Farm Business Concept document. If applicable, a Code of Conduct for Immigration Representatives must also be provided.

If an applicant receives a Letter of Advice to Apply (LAA), they can then submit a full application under this pathway. An interview with an MPNP officer may also be required.

When approved, the applicant will sign a Deposit Agreement, which includes a CAD $75,000 deposit requirement. After receiving a provincial nomination, the candidate may apply for Canadian permanent residence through the federal immigration system.

Entrepreneur Pathway – Process

The first step is to confirm eligibility for the program.

Applicants should then research business opportunities, visit Manitoba if possible, and prepare their Business Concept Form.

Next, they must submit an Expression of Interest (EOI) along with the Business Concept Form, Self-Assessment Form, and a Code of Conduct for Immigration Representatives if required.

If the application meets the minimum requirements and the business concept is accepted, the applicant will be issued a Letter of Advice to Apply (LAA).

After that, a complete application must be submitted to the MPNP. An in-person interview may be required in some cases.

If successful, the applicant will sign a Business Performance Agreement (BPA), which outlines the obligations between the business owner and the program.

Following this, the applicant must move to Manitoba, operate the business, and regularly report on its progress.

Once all conditions of the BPA are fulfilled, the applicant will receive a provincial nomination for permanent residence.

Finally, this nomination can be used to apply for permanent residency for themselves and eligible family members through the Canadian federal immigration process.

In addition, candidates must not have strong ties to other parts of Canada and must genuinely intend to live and settle in Morden.

Frequently Asked Questions

1. How does the Manitoba PNP work?

To immigrate through the Manitoba Provincial Nominee Program, applicants must first submit an Expression of Interest (EOI). This involves completing an online questionnaire, after which a score is assigned based on the answers provided.

Candidates with higher scores may be invited to apply to the MPNP.

If approved, the applicant receives a provincial nomination from Manitoba. This nomination can then be used to apply for permanent residence through Canada’s federal immigration system for themselves and eligible family members. Express Entry candidates can also use their nomination through the Express Entry system.

For business-related immigration streams, additional steps may be required.

2. Do I need a job offer for Manitoba PNP?

A job offer is not mandatory for the Skilled Worker Overseas Stream or the Business Investor Stream.

In the International Education Stream, a job offer is not required for the Career Employment Pathway and the Student Entrepreneur Pathway. However, it is required under the Graduate Internship Pathway.

3. Is it easy to apply for Manitoba PNP?

The difficulty depends on your personal profile. Generally, applicants must meet at least one of the following conditions:

  • Have a connection to Manitoba
  • Be a graduate from a Manitoba institution
  • Plan to start or purchase a business in Manitoba (including farming)
  • Qualify under the Morden community immigration initiative

A Manitoba connection may include relatives or friends in the province, past education or work experience there, or an official invitation from MPNP. Meeting one of these does not guarantee approval, but it improves eligibility chances if other requirements are also met.

4. Who is eligible to apply for Manitoba PNP?

Eligible applicants may include:

  • Skilled workers living outside Canada
  • Skilled workers already working in Manitoba
  • Entrepreneurs or farmers planning to start a business in Canada
  • International graduates from Manitoba institutions

5. How long does Manitoba PNP processing take?

In most cases, processing takes around six months.

6. Can I apply without Express Entry?

Yes, most Manitoba PNP streams allow applications without Express Entry. The only exception is the Manitoba Express Entry Pathway under the Skilled Worker Overseas Stream, which requires an active Express Entry profile.
